bug: Icon highlights conflicts when using tab switch for rich text editor

Description

When user use tabs to switch controls icons in our rich text editor, the highlights are conflicting.

To Reproduce

1. Go to a resume form page
2. Type in basics.headline
3. use tabs to switch to basics.summary rich text editor and continues to use tabs to switch to icons

Actual Behavior

The highlights are conflicting with the icons' edge

Expected Behavior

The icons's highlights should not be conflicting with other icons' edge
