Add link to go to options page in new tab

• Fix options tab so it centers onto whichever page and keeps the entire background themed
• Explicitly set the width if it's in a pop-up
• Add a link to Grant Permissions popup
• (optional) Add a link to add-ons page ... menu?

Will fix an issue where the options popup is overlayed on top of the permission dialog.
