Ensure Cross-Namespace/Namespaced-to-Non-Namespaced ownership is disallowed #157
Description
As per the spec for owner references, resources cannot own resources in other namespaces, or own resources that are non-namespaced.
We must ensure that resources owned by GitTracks are in the same namespace and ignore any resource that has a namespace other than the GitTrack's namespace, or is non-namespaced
