Improve PyG and cuGraph-PyG APIs for Edge Features

Right now, edge features are not filtered when passing a `FeatureStore` and `GraphStore` tuple to a loader.  This has resulted in a lot of confusion for users expecting to see edge features in the loader output, especially because this behavior is not well-documented.  We should look into improving the API to resolve this.
