[cuml.accel] Remove `strict: false` in `test_voting::test_sample_weight[42]` XFAIL

#8383 made XFAIL non-strict for test_voting::test_sample_weight[42]. We should find out why the test is passing now and either:

1. Make the XFAIL strict again; or
2. Remove the XFAIL entirely
