Publish to ghcr

It would be nice if the docker image could also be published in the [Github Container registry](https://docs.github.com/en/packages/working-with-a-github-packages-registry/working-with-the-container-registry#pushing-container-images). Mostly because that registry works better in China than the Docker registry.
