Retrieve netdev features

Retrieve features in the `dev` collector. This might be opt-in only and some investigation should be done as features are spread over multiple fields. Also some functions support "computing" features, e.g. for GSO and we should make this easy to consume. One use case that was raised is "debug GSO packets and understand why they were (part of the logic depends on device features)".
