monitor upstream API for STATE_ALARM value changes

1.36.33 has STATE_ALARM == 3
trunk has STATE_ALARM == 2 again

          Let's be careful as [this commit](https://github.com/ZoneMinder/zoneminder/commit/5887a1e85325156c92de5187457bfd54919be7c0) (that has not reached release at the time of writting this post) give the `STATE_ALARM` value `2` again.
