Shouldn't allow reservation owner / admin to cancel the historical reservation schedule

Current TH version 0.3.6 is allowed reservation owner/admin to cancel the historical reservation schedule

Your environment

List relevant info:

• Ubuntu 20.04 LTS
• TensorHive and API version: 0.3.6

Steps to reproduce

• Created the reservation schedule for one node.
• After this schedule has been passed through, access into TH as the reservation owner or admin to cancel the historical reservation.
• It is allowed reservation owner / admin to cancel the past historical reservation schedule.

Expected behaviour

For all historical reservation schedule, it should not allow any users to be able to edit/cancel.
