fix(catalog): archive fable-queue, archival condition satisfied

FIELD-MANUAL governing packets imported byte-identical into
book-two-manuscript sources/field-manual/ (book-two branch
feat/import-field-manual-sources @ 8472804); fable-queue's contract
gated its own archival on that migration. Criticality drops with the
load-bearing role; originals retained in the archived repo.
