Creates a ~ directory

when i install anything with this it creates the scdl.cfg file in the full current working directory, i.e. if im in directory ~/foo and run scdl -l "foo/bar" it will create the file ~/foo/~/.config/scdl/scdl.cfg

i'm on macos installing this with pipx
