taskgroups cpu cgroup v1 dependency makes it difficult to use on recent distros. (debian13)

It appears the taskgroups logic depends explicitly on cpu cgroups v1. Unfortunately with a debian13 distro, I haven't been able to successfully mount the v1 cpu cgroup controller. And it looks like systemd has deprecated hybrid mounts.

Curious if there was any work in progress to support the v2 controller?

There is an PR to enable cgroup v2 which is on hold. There were still some issues to fix and it was not working correctly on my setup last time I tried
