Upgrade detect secret version in action file

Last detect secrets version is 1.4.0, Github Action file is using 1.3.0, I'm creating a baseline file in the pipeline using the latest detect secrets version (1.4.0) so when action ran shows this error:

[initialize] ERROR This error can occur when using a baseline that was made by a newer detect-secrets version than the one running.

Hmm, we should look into this... We'd be open to a PR if you're up for one, otherwise I'll see if I can find someone with time to work on this...
