feat(reminder): role reminder

Depends on #7 since it requires forcing sending the message to a channel. Instead of pinging a user (or group, see #13), this would ping a role instead.

The role mention will be restricted to only those that the author can mention, otherwise this feature could be abused to bypass mentions.
