Replace config page with Puton

[Puton](http://puton.jit.su/) is a UI for PouchDB.  It is based on a JS bookmark so as to get around the same-origin policy, but we don't need to get around that here.  We just need a simple port which handles the 'speech' database created by api.www.speech.is.
