(qemu-guest-agent) Only virtio drivers, no guest agent installed

This package installs the VirtIO drivers and not explicitly the Qemu-Guest-Agent. This used to be included, but this is no longer the case.

In my opinion, this problem can be solved as follows:

• The Qemu-Guest-Agent is also installed (preferred)
• Only the Qemu-Guest-Agent is installed
• This package is renamed

...and the Balloon Service should be started by default...
blnsrv.exe -i is missing...

Maybe the proper way to do it, since they are separate packages now anyway:

• Send a PR to https://github.com/DDoSolitary/chocolatey-packages and make virtio-drivers just install virtio-drivers and enable the balloon service
• Define this package as dependant on virtio-drivers and install with this package the "QEMU guest agent"

Or ask @DDoSolitary if he wants to hand over virtio-drivers to you...

I believe there should always be only one Windows App installation per Chocolatey package.
Dependant Chocolatey packages should be the solution.
