Migrate CI from CircleCI to GitHub Actions

Context

Following the ownership transfer from OpenFun to Suite Numérique, we should migrate our CI from CircleCI to GitHub Actions.

Tasks

• Audit existing CircleCI jobs
• Create equivalent GitHub Actions workflows
• Test the new workflows
• Remove CircleCI configuration
