Missing copyright holder for file instrument-functions.c

While trying to convert the copyright file for Debian's libpcap package to a machine-readable format, I noticed that there is one file without specified copyright holder even though its license refers to "the above copyright notice": instrument-functions.c.

Could you please clarify the copyright situation?

For the file, yes. This is the part of #1441 that has already been addressed. The repository-wide copyright/licence boilerplates have not been de-fluffed yet, not even in tcpslice, but the point is, it is:

For that particular file, yes. For the entire repository, please note that for many files the boilerplates have been out of date and the goal of #1441 is to actualise this information (tcpslice being a practice model for now). If you translate the current out-of-date boilerplates to another file now, this will need to be re-done after #1441 is complete.
