Generate monitoring metrics for Prometheus

Export metrics for:

1. count of CRDs managed (scale for operator)
2. count of reconciliation runs (significant pause can be detected by an alert)
3. count of version changes for a CRD

I suppose that # of reconciliation and reconciliation latency is already exported by controller itself
