Decide on how to handle learning materials within tecmap states

Done when: we document where in tecmap states that we will integrate learningMaterials, and how this relates with assessments.

It might be that we need some kind of separate states, but I think we might actually only need to add the idea of learning materials across all states, which only requires adding it to the StructureOnly state (which then might require a name change).
In:

• StructureOnly & AssessmentNoLinks: you would just need to keep the list
• LinksNoAssessment & AssessmentLinked: you would need to create links to all the materials, as well as (the already done part of ) creating links to assessments and new materials for all assessments labelled as practice

The real question is whether on all these states we care about Assessment, which was our only kind of materials before, or any materials. I think we need to track all resources and links, but that state does rely on only assessment, because that is what dictates whether there is student data, which justifies the creation of cohort graphs and catered suggestions.
