Add darts skill to decision hub

I love using darts, and recently I have been leaning on this decision hub (in part contributed by folks at pymc—and many more).

I noted the aeon forecasting ML library has a skill there (a fork from sktime)—and I'd love to see a darts-specific skill there—to facilitate using darts via claude.

Thank you for the idea! I’m not entirely sure how the maintainer would feel about adding this, but I think it has the potential to become a valuable contribution.

Since you’re more familiar with how these skills are structured, would you be open to trying to generate a Darts skill as a starting point—perhaps using something like Skill Creator? That could help demonstrate the idea concretely and make it easier to evaluate.
