Implement compression for fast5 files

ONT vbz compression is a plugin for hdf5: https://github.com/nanoporetech/vbz_compression

Problem is that I think it requires a specific installation of hdf5 (dev version).

Ideal place to run this would be in the segmenter after it has written all captures in `parallel_find_captures`.

This makes a huge difference for disk space.
