See here where I have got podcasts and episodes disabled for this user:

Yet, when I go to my navigation I see:

Steps to reproduce

1. Create sections
2. Don't add to user
3. Edit navigation
4. See the should-be hidden sections are available

I think the issue with this is we already have management of permissions through the navigation settings. The thinking was that if we have per-user-group settings, then it means that some users could add nodes for some things, while others might be able to add other entries. This might create confusion. Having a globally-defined list for everyone was the thinking behind omitting this handling.

I'll give it some thought though. Perhaps we need to re-jig the navigation permissions handling anyway.
