Move Perception stack into vortex-cv

Currently a lot of the Perception stack is split across multiple repositories:

• perception-auv - Launch files for isaac_ros nodes and cameras
• vortex-aruco-detection
• valve-detection
• vortex-pipeline-detection
• vortex-image-filtering
• vortex-deep-learning-pipelines - Sort of makes sense to exist as an individual repository due to the training scripts (but could be an idea to move the ultralytics nodes into vortex-cv?)
• All of the isaac_ros repositories are forks and should therefor exist as individual repositories, same with any camera repositories (for example: https://github.com/vortexntnu/realsense-ros and https://github.com/vortexntnu/flir_camera_driver)

The motivation is that by putting them all into one mono-repo, it is less likely for any of the repositories to be forgotten and since they are mission specific we could organize them by which competition they were for and for what year (so that old code doesnt get overwritten).
