Enable users to send messages via Telegram as an alternative to the web browser. The system should process incoming messages, validate them, and provide automated confirmation/validation responses to the sender. This integration aims to enhance accessibility and streamline the workflow for users.

One side benefit from this could also be to identify automatically the submitter of the observation - it could be very useful if the technical solutions allowed to keep track of this information (not sure where this information would be stored/retroieved from, though ...) ?
