Enable Submission of Raw Observations Instead of FM-12 SYNOP

Allow users to submit raw meteorological observations (e.g., wet/dry temperature, pressure) directly, rather than requiring FM-12 SYNOP format. This feature would facilitate and speed up the observation process, particularly for manual observation sites where data encoding can be a bottleneck.
