Integrate ADL with CSV2BUFR for Manual Observations

Explore the possibility of ADL acting as a bridge between human observers and the CSV2BUFR conversion tool developed for WIS 2.0 Box. This integration would allow manual observations to be processed and formatted into BUFR, enabling seamless ingestion into WIS 2.0. This feature would enhance the digital workflow for manual stations.

When combined with #5, this would imply that ADL runs on a remote server with remote access ... e.g. alongside a WIS 2.0 Box ?

This sounds like a request for csv2bufr-template that is compatible with the data provided by manual observations to be integrated into wis2box.

We could use the following template already included by synop2bufr:

The ADL will forward a CSV and the wis2box will run the CSV2BUFR conversion and publish the data
