Add wheel-stub to requirements

wheel-stub is apparently required for building tensorrt so might as well include it to make people less confused.

Yes, Windows, not sure about the others. But it has happened to me twice now.

Not on linux though
I'll try to test on windows soon and write a guide for installing tensorrt
