Rust API for Zenodo #69

Hi,
At this time, Zenodo officially provides APIs for JS and Python.
I would be interested in helping developing an official Rust crate providing the same APIs.
Do let me know whether it is desirable for such a crate to be in the repo or whether I should just create it in my own lab organization. I will start with the latter, but I would prefer to have it here to reduce to risk of it becoming dis-aligned with the latest API.
