Description

Data section edits, which can start addressing some further evaluation sections.

addressing comments as is, open to discussion in this PR

Some decision points:

1. removed sharing subfolder (sharing and specifications moved to data). Did this as there is currently no hierarchy with these pages. This could be reintroduced and move the cryosphere datapool and the observations pages under this. This will change the urls where the cryoshpere may may be linked elsewhere.
2. heading of Sharing ACCESS Data - the sharing page is talking also about non ACCESS data, community and auxilary data so the title doesn't feel correct. I have added to the page title but havn't updated the links to it in navigation and landing page cards.
3. specifications Global Attributes table: as this was hard to read as a table on the page I have changed this to a task list with the tick meaning it is mandatory and with annotations for description, example and rules if there.. we could also consider collapsible admonitions, defnition lists... but I don't think the individual attributes need more prominence
4. do we want to change the variable attributes table like above?
5. we can link and add MOPPy in a separate PR to move this one along

Hi @joshuatorrance, I have gone through and tried to edit as per the comments in the issue. Happy for you to fix any wording and changes, I went through these first before going through some other areas in the data and Evaluation sections and figuring out a flow between them.
