Adds two Zenodo-deposited papers (CC BY 4.0, alphabetical placement within each subsection):

  • AI Governance: Shimomoto, T. (2026). Distributing Accountability, Not Capability: Phase Separation and the LLM Workflow Quadrant in Autonomous AI Agent Architectures. 10.5281/zenodo.20353789 — argues that the accountability failure mode of autonomous agents (Elish's moral crumple zone) conflates two architecturally distinct failures, and proposes phase separation as the governance response.
  • Explainability/Interpretability: Shimomoto, T. (2026). The Two-Layer Black Box: Operator Visibility, Commercial Secrecy, and a Minimum Disclosure Set for Accountable Autonomous AI Agents. 10.5281/zenodo.20355907 — separates the model black box from the commercial-secrecy black box and proposes a minimum disclosure set for agent operators.

Both have a companion open-specification repository (Agent Attribution Practice). I am the author.
