My Jetpack: add 'View included features' link to Plans section

Fixes MYJP-287

Proposed changes:

• Add a "View included features" link in the Plans section footer that navigates to the Products tab with the "Included in plan" filter pre-selected
• Add URL parameter support (?filter=included) to the Products tab, enabling direct linking to filtered views
• Add isValidFilter utility function for validating filter URL parameters

Yes, adds a new analytics event jetpack_myjetpack_plans_view_included_features_click when users click the new link.

Testing instructions:

• Go to Jetpack → My Jetpack (Overview tab)
• Scroll down to the Plans section (requires having an active plan/purchase)
• Verify the "View included features" link appears in the footer actions
• Click the link and verify:
  • It navigates to the Products tab
  • The "Included in plan" filter is automatically selected
  • The URL contains ?filter=included
• Test direct URL access: navigate to admin.php?page=my-jetpack#/products?filter=included and verify the filter is pre-selected
