Detections insights in HTTP Archive Technologies Detection Dashboard

The technologies dashboard is to be used for maintenance of technology detection rules (as I mentioned in HTTPArchive/wappalyzer#33).

Source table is wappalyzer.tech_detections.

When we have the detection rules list in BQ (HTTPArchive/wappalyzer#34) I would join it to see which rules don't provide any detection, and thus waste the crawl resources and need to be fixed or removed.
