Wait on Dell BIOS config task IDs in machine setup

A draft for changes which will handle Dell BIOS config job IDs in machine setup flow:

• Parse and track job IDs from Redfish machine_setup/BIOS PATCH responses
• Add state machine for waiting on BIOS jobs (Scheduled → RebootHost → Completion)
• Handle job failures with power cycle and BMC reset (HandleBiosJobFailure)
• Integrate with HostInit and Assigned ConfigureBios/WaitingForBiosJob states

A slight bit more cleanup is required, such as the changes to Cargo.toml and Cargo.lock. These will be modified prior to review.
