Introduce a new `product_state_restriction` module that adds configurable state-level flags to block sales, manufacturing, and outgoing stock moves. It enforces restrictions at key workflow points (`sale.order` confirmation, `mrp.production` confirm/done, and `stock.move` completion), keeps `sale_ok` synchronized with sale restrictions, and extends the product state form with a dedicated Restrictions section.
