Issue Fines Integration

Description

Feature: Police can write manual tickets/fines

On duty officers are now able to issue fines by doing /fine, player must be leo and on duty, a player must be nearby the officer to receive a fine via a dialog in which the officer selects the target (the targets id, shows the first and last name of the player) provide the reason for the fine, enter a fine amount and optionally a note. Fines can be logged as well by simply setting fineLogger = true in the config/shared.lua file.

• On duty officers can issue fines
• Fines can be logged
• Officers can not issue fines to themselves
• Fines can only be issued to a nearby player
