Summary

Adds OutageDeck to Monitoring & Observability with a structured metadata sidecar.

OutageDeck answers the high-intent pre-debugging question “is it us or them?” with live vendor status, a single verdict across a 12-provider stack, incident timelines, and independent 7–90 day uptime history. It currently covers 172 cloud and SaaS vendors using each vendor’s official status feed.
