Adds Arc Network support by wiring
arc_testnet(chainId5042002) andarc_mainnet(chainId5042) intohardhat.config.jsfor RPC + Blockscout/Etherscan-style verification.Updates launchpad v5 scripts to recognize Arc:
run_local_deploy.shaccepts Arc networks (with a mainnet deploy warning) and runs the UniV2 testnet-liquidity deploy onarc_testnet, whilehandle_buy_sell.tsadds anarc_testnettoken placeholder and tweaks default buy/liquidity amounts.Commits a new
