Move WebRTC sample from 
`01-tutorials/01-AgentCore-runtime/06-bi-directional-streaming-webrtc`
to
`01-tutorials/01-AgentCore-runtime/06-bi-directional-streaming/05-bedrock-sonic-kvs-wr`
to resolve the folder structure inconsistency.

Also included more instruction related to the VPC/Subnet network setup.
