I’m not sure what the reason was for using git clone, but it effectively prevents me from running tests against my changes in CI, so I replaced it with COPY.

I like to handle LLVM upgrades myself, so I prepared this instead:

As for this PR, there are Docker updates that are orthogonal to upgrading to LLVM 22. I'd be happy to review and accept that independently.
