WIP: Add placeholders for parameter tooltips

@tanaes if you could add the necessary text in the TODO placeholders, that would be great.

Possibly, the idea was that since @tanaes worked on the underlying code that's exposed by these parameters he would be the best person to add those descriptions. But perhaps @AmandaBirmingham would be able to help?

It would be lovely if @tanaes can add the tooltip descriptions. If not, I do not think I can add them on my own--pretty much everything I know about these inputs is based on their existing descriptions in the interface :( Someone (me, @charles-cowart , whoever) could certainly sit down with the wet lab and try to learn more about the specifics of what these values are so that we could write tool-tips describing them in more detail ... (but then I sort of start to wonder why we are adding tooltips, if the lab already knows what these fields are ... :)
