This PR introduces a new validation check for user creations. As Milo backend does not support account linking yet, we need a way to prevent user creation from happening when users use different IDPs to create accounts, but when the email address is the same.
This PR addresses this issue, preventing accounts with repeated email addresses from being created on both the Zitadel and Milo sides.
