Enable console commands by removing obstacles in the code. Changes include:

• Configuration of Doctrine moved to local.development.php.dist
• All Doctrine drivers configured independently using a DriverChain
• local.development.php.dist logger configured independently of the application and db logging removed
• Added laminas console and console-mvc
• Move db log writer to db factory

To test this run php public/index.php to see the list of available commands.
