Description

Reword requirement (2) in the Iceberg V4 RFC so the "must always write non-file actions to the Delta log" phrasing no longer reads as satisfied by the checkpoint action alone. State that non-file actions are never in the metadata tree, the checkpoint action carries the current P&M for checkpoint-based readers, and a separate top-level action is written only in the commit that changes that value.
