Initial public release of EmiSwitch: an Electron-ready local control board for port health, port clearing, ZIP app installs, and pairing apps to healthy free ports.

Notes
This is an early open-source release. EmiSwitch is working and useful today, but still rough around the edges: external testing, Windows/Linux packaging, naming polish, and ZIP/runtime hardening are still in progress.
