Adding Hiero/Hedera documentation resources to the Tutorial Docs section.

What's being added

1. Hiero Docs - Official documentation for building on the Hiero/Hedera network
2. Hiero Consensus Standards - HCS specifications covering:
   • File storage and management (HCS-1)
   • Topic registries (HCS-2)
   • NFT inscriptions/Hashinals (HCS-5/6/7)
   • AI agent communication (HCS-10)
   • Profile metadata (HCS-11)

Why it belongs here

The Tutorial Docs section includes documentation for major blockchain networks (Ethereum, Solana, NEAR, Celo, Avalanche, Flow). Hiero is the open-source project behind the Hedera network, maintained under the Linux Foundation.
