Follow up of #8555

Add rules:

• (recommended) Add a domain specific legislation
• Specification can now be defined in a vocabulary (The default sample vocabulary contains INSPIRE technical guidelines and can be extended for non INSPIRE specifications)

Vocabularies:

• Update applicable legislation sample vocabulary with legislation short name in the concept label (instead of code only)
• Add additional vocabulary for specifications

Checklist
