[Promxy] Update promxy on recent prometheus and add native histogram support

What?

This change addresses following items:

• Upgrade Promxy's upstream dependencies especially prometheus which consist of promxy related custom change
• Add native histogram implementation of which translation is captured here

Why?

This change will enable promxy to use latest prom engine and also aggregation on both classical and native histogram

Testing

• Unit test coverage is working. make test is successful.
• These changes has been running in staging environment which powers multiple production dashboard for about a month now.
