Some updates on the version treadmill. tar, in particular, had a notorious security bug a while back and was quite loud about needing to be updated.
The diff +/- numbers look intimidating but they're grossly inflated by the dependency lockfile.
Also brought the eslint configuration up to date, which involved moving from the package.json config to the current js config format as per https://eslint.org/docs/latest/use/configure/migration-guide
