This PR creates the "marketplace" files for the Claude and Github skill plugin system.
This will create the
microsoft/agentsmarketplace, and theagents-for-js@microsoft-agents-sdkplugin containing 3 skills:Once merged, users of Claude can install the a set of sklls designed to help with the Agents for JS SDK.
